Background
Tender Care Pediatric Services (TCPS) serves children with high medical needs. Because of this population, most insurance companies would not offer the organization coverage at all. Anthem was one of the only carriers willing to work with TCPS, but rates were high. After a year of high claims tied to skilled-needs children and pandemic-related issues, Anthem raised rates further to recoup its losses.
